Duties Description The COS 2 position will supervise the Olean work circle as well as the operation and maintenance of flood control projects in Olean, Portville, and Wellsville. Must be familiar with the infrastructure of a flood project and Levee restoration. Supervise the closing of gates, placement and/or operation of pumps and pumping facilities, and filling and placement of sandbags. Maintain and repair pumps and back up generators. Organize and oversee levee patrols. Review and assist with municipal service contracts for the operation of pump station during high water events. Maintain necessary supplies, tools, and equipment. Perform routine checks to insure that adequate quantities of material, equipment, and tools are in stock. Utilize proper purchasing procedures to order supplies , tools, equipment and materials. Apply safety principles involved in workplace operations, including the safe use of equipment. Schedule daily work assignments, as well as vehicle's and equipment. Obtain quotes and write contracts, meet with contractors at various job sites, and supervise work under contract to determine the quality standards are being achieved and that material meet or exceed contract specifications. Must process and be responsible for the use and reporting of a P-Card and its security. Assist JOC Inspector in inspecting and overseeing JOC projects throughout the flood project and in the region. Routinely review and discuss the work plan and coordinate regional programs to insure that this work is accomplished. Monitor the progress and determine that timetables are being achieved and that the completed work meets the approval of the program. Must be available to assist with Emergency Response to Flood Control events or other serious unforeseen Operations task. Review and assist with municipal service contracts for the operation of pump station during a high water event.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:

Promotion:

You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).

Open Competitive:

Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work.

Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.

Individuals may also be eligible via the following:

Reassignment Eligible - Currently in the title and an employee of DEC.
or

Reinstatement Eligible - Previously held the title on a permanent competitive basis.
or

Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Use of personal protection equipment, including a respirator, will be required.
Must be able to negotiate difficult terrain.
Must be able to work in remote areas.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Overnight travel may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Must be available to respond to after-hours emergencies.
Must be able to lift and move objects up to 50 pounds.
