Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 4, Grade 27, position in the New York City Field Office. Under the direction of the Director of the New York City Field Office, the incumbent of the Mental Health Program Specialist 4 (Clinical), G-27, will serve as the Licensing Director of the Field Office. In this role, the incumbent will be responsible for the oversight of the inspection and certification activities for approximately 625 programs and over 1,150 sites operated in the New York City region which represents 40% of all NYS OMH licensed programs. High profile incidents in the New York City (NYC) area have highlighted the need for intensive monitoring activities and oversight of local programs with a focus on the outcome of the safe and effective management of at risk populations served by licensed NYC providers and the implementation of the Standards of Care.
Duties include, but are not limited to, the following:
• Manage, supervise, and direct a multidisciplinary team to perform activities related to certification and licensing reviews for implementation and oversight of the regulations and licensing of New York’s public mental health system.
• Oversee on-site inspections of licensed mental health programs including CPEP, deemed status inpatient reviews, & outpatient and community residential facilities to determine compliance with OMH regulations and Standards of Care
o Oversee the production of timely Monitoring Outcome Reports and monitor providers’ plans of correction so that deficiencies are resolved timely and effectively.
• Advocate for development of high-quality, integrated, recovery and consumer driven, fiscally prudent, effective and efficient, data and quality-driven service delivery systems.
• Lead meetings with staff from the various units within the Field Office to improve coordination of care, identify gaps in services, and disseminate information related to evidence-based practices, important changes in the field, and OMH's efforts to transform systems of care.
• Formulate and recommend policies, procedures, standards, and regulations to the Field Office Director and OMH Executive Level staff regarding regulations and standards compliance and local implementation of various initiatives.
• Communicate, directly or through staff, OMH policy and initiatives to local government, clinical providers, hospitals, and provider coalitions related to standards compliance activities in the New York City region.
• Represent OMH at meetings and task forces with external agencies, mental health advocacy groups and trade organizations.
• Supervise Licensing Unit staff
o Plan, organize, assign, review work, and schedule Licensing Unit activities and review and evaluate performance; recommend training if necessary
o Mentor Licensing Unit staff to ensure optimum work performance; Provide guidance and resolve issues.
o Communicate management policies to subordinate staff.
Minimum Qualifications Non-Competitive Appointment:
Candidates must a Bachelor’s Degree in: social work, psychology, nursing, mental health counseling, psychoanalysis, or rehabilitation counseling and five years of professional clinical or administrative experience in a behavioral health program as described above, of which at least one year of experience must have been as a clinician in one of the fields cited above.
A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can substitute for one year of specialized experience.
Transfer:
Candidates must have permanent status as an Mental Health Program Specialist 4 (Clinical), Grade 27, and be eligible for lateral transfer; OR be eligible for transfer via Section 52.6 of the Civil Service Law.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of NY HELPS, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
