Duties Description Reporting to the Assistant Regional Director (ARD) of the Taconic Region, the Administrative Officer 1 (AO 1) job duties include but are not limited to the following:
•Supervise Regional Business Office personnel.
Manages Regional Recruitment, Hiring and Human Resources Processes:
• Assist staff with the recruitment and hiring processes for annual salaried and seasonal staff including the processing of appointments and terminations and hourly payroll processing. Also provides oversight on retirements, health insurance, workers compensation, employee benefits, and training.
• Assist with providing information to employees about benefits provided by negotiated agreements.
• Assist staff with coordinating new employee orientation and advises employees of policy changes.
• Provide managers and supervisors with assistance in labor relations issues including time and attendance, grievance responses, counseling and discipline.
• Responsible for assisting regional staff and Albany Office staff in preparing and reviewing classification and reclassification requests. Reviews staffing patterns and assists managers making requests for staff.
Maintains Regional Budgets and Revenue:
• Supervise and control regional purchasing activities including establishing and evaluating systems and procedures for processing vouchers and purchase orders.
• Oversee all of the Finance operations including SFS, BETS, Budgets: NPS, SPIF, NHT, Enterprise and Retail, EO22, Utilities, Revenue & Attendance, Travel, POS, ROA and JVs, Concessions and Permits.
• Manage the Statewide Financial System (SFS) and Budget Expenditure Tracking System (BETS) for the region.
• Direct the preparation of the region’s non-personal service (NPS) budget and the personal service budget requests, including the development of allocations for temporary and seasonal funds.
• Oversee expenditures of and accounting for funds appropriated.
• Oversee the Training and Health & Safety for the region and handle special projects such as gift shops at both Friends Organizations and Parks.
Minimum Qualifications If Civil Service Eligible list(s) exist, they will be canvassed. You may also apply if you are eligible for appointment by one of the following qualifications:
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as an Administrative Officer 1; if you have less than one year, you must be reachable on the current Administrative Officer 1 eligible list for this location.
52.6 Transfer Qualifications:
At least one year of permanent or contingent-permanent qualifying service as a Grade 21 or higher. The service must be in a title that Civil Service has deemed transfer eligible to the position.
Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the NYS Office of Parks, Recreation and Historic Preservation promotion field and have at least one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Assistant, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst.
Only the titles listed are eligible. If 3 or fewer qualified NYS Office of Parks, Recreation and Historic Preservation eligible promotional employees respond to this posting, Civil Service may approve the permanent appointment of one of the qualified employees without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
Provisional Qualifications:
In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must be meet the following minimum qualifications:
You must have at least one year of permanent competitive or 55-b/55-c service as a Human Resources Specialist 1, Training Specialist 1, Administrative Assistant, Senior Administrative Analyst, Contract Management Specialist 1, or Senior Budgeting Analyst. Only the titles listed are eligible.
The appointed candidate would have to take, pass and be reachable on the next holding of the examination to be appointed permanently.
Additional Comments Operational Needs:
• Must possess and maintain a valid driver’s license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.

Additional location pay is available for the following counties: Bronx, Kings, Nassau, NYC-Manhattan, Queens, Richmond, Rockland, Suffolk, and Westchester, Dutchess, Orange, and Putnam.
