Job Specifics
Duties Description The incumbent will report to the Office of Emergency Management’s (OEM) Field Response Unit. Reporting to the Disaster Preparedness Program Representative (DPPR) 2, the DPPR 1 will support expanded emergency management trainings as well as support the expansion of various programs. The DPPR 1 will also perform administrative tasks for the specified zone assigned. Duties include, but are not limited to:
• Respond in an emergency as needed and provide support to programmatic needs.
• Assist in the coordination and implementation of expanding programs in the Field to include County Emergency Preparedness Assessment, Local Emergency Management Accreditation, Citizen Preparedness Corps, Local Emergency Planning Committees, and planning support for exercises across New York State.
• Establish communications with local county partners throughout the zone to support any needs at the local level, both during a time of emergency and regular day-to-day operations.
• Provide emergency management support to localities and counties during emergency events, to include “no notice.”
• Support emergency operations during times of emergency and disaster from the State Emergency Operations Center, State field offices, and/or county/local deployments.
• Perform technical and administrative duties to support homeland security disaster preparedness, response, and recovery programs.
• Support Region Field Staff in day-to-day activities and other initiatives as required.
• Obtain program-specific and National Incident Management System (NIMS) training to enhance existing skill sets.
• Coordinate and collaborate with public and private sector stakeholders and other organizations that support the State’s disaster planning and preparedness efforts.
• Identify and establish administrative priorities within assigned programs.
• Assist with the development of policies and procedures for Field Operations.
• Attend, coordinate, and assist with instructing training courses related to emergency planning and preparedness.
• Assist with the preparation of correspondence, reports, briefings, presentations and other materials as assigned.
• Support program efforts for assisting state and local agencies in emergency plan development.
• Assist with special section initiatives and projects as required.
• Travel may be required, up to 50%.
Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
Four years of emergency management experience coordinating and implementing emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presenting of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.
Substitutions**: an associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience.

OR
Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 1 and are interested in reassignment; OR Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c service in a position allocated to a Grade 12 and eligible for transfer under Section 70.1 of the Civil Service Law.

Additional Comments This position is eligible for location pay of $4,000.

***This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
