Job Specifics
Duties Description The Chief of Employment Security Research & Evaluation with the Division of Policy, Strategy, and Research will perform the following duties, not limited to:
• Analyze unemployment insurance (UI) Trust Fund projections and analysis.
• Analyze and provide fiscal impact of potential UI legislation.
• Provide workload forecasts to the Department's Finance Division for planning purposes.
• Oversee mandatory federal reporting on the UI program, the Workforce Innovation and Opportunity Act (WIOA), and other various workforce programs run by NYSDOL. This includes both the development of new reports and the maintenance of current reports.
• Represent PS&R in meetings with Division of Budget and other stakeholders in UI Trust Fund analysis matters.
• Represent PS&R in meetings regarding the current Data Warehouse and any future Data Warehouse projects.
• Advocate for PS&R interests during the modernization of New York's UI system.
• Oversee development and testing of federal and internal management reports.
• Oversee the UI Data Sharing program that supplies UI data to qualified governmental agencies.
• Oversee responses to FOILs and subpoenas received by the department.
• Oversee responses to other ad hoc inquiries received by the Department for UI or workforce program data.

52.7 Non-Competitive Promotion (NCP) Qualifications:
To be eligible for NCP, candidates must be in the Department of Labor promotion field and have one year or more of permanent, contingent-permanent or 55 b/c service as a Program Research Specialist 4 (Human Services), Principal Statistician, or Principal Economist (Labor Research). If 3 or fewer qualified Department of Labor Program Research Specialists 4 (Human Services), Principal Statisticians, and Principal Economists (Labor Research) respond to this posting, Civil Service may approve the permanent appointment of one of the qualified Program Research Specialists 4 (Human Services), Principal Statisticians or Principal Economists (Labor Research) without further examination.
Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.
52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 25 or higher determined to be administrative by Civil Service.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 25 or higher determined to be similar by Civil Service.
