Job Specifics

Duties Description Perform monthly audits and reconciliations of the Office of Unclaimed Funds (OUF) securities accounts held by the contracted custodian.
The monthly statements and various online resources will be utilized to:
• Determine the beginning balances of the security positions held in the various accounts; review securities delivered in and out of the accounts during the period, confirm transactions were authorized (claims, sales, etc.); identify any other activity that impacted the account balances (cash transfers, corporate actions, forced liquidations, etc.); verify the ending balances are correct. The reconciliation of the security accounts should include explanations as to the propriety of the activity which transpired. This task also involves ensuring any irregularities are discovered and resolved as quickly as possible by communicating with the custodian.

• Audit the liquidation, redemption, dividend, income and reinvestment of corporate distribution transactions that occur in the OUF securities accounts held by the contracted custodian.
o Gathering transaction data and summarizing security sales in tabular format that follows the designed audit plan and supports the audit objectives
o Developing audit samples conforming to statistical sample methodology
o Performing comparisons to independent data sources to determine the propriety and accuracy of the transactions
o Ensuring any irregularities are discovered and resolved as quickly as possible
o Communication, both verbal and written, on a regular basis with OUFs custodian to resolve any discrepancies which may arise as a result of the audit
o Report on the results of the audit findings with recommendations to procedural changes will be prepared

• Perform monthly reconciliations of cash accumulated within the OUF securities custody account to OUFs designated bank account
Oversee and maintain accounts held
• The review involves the use of various internal and on-line resources, as well as verbal and written communication with the holder, to resolve any discrepancies which may arise. The auditor in this position will function as the key contact with the reporters by:
o Communicating, both verbally and in writing, on a regular basis with transfer agents and brokers to arrange for the transfer of assets into and out of the house accounts (making determinations on transferability and value, and issuing directives for claim payments)
o Reconciling the accounts and resolve any discrepancies that may arise
o Providing authorizations to transfer assets that become transferable or obtain value, into accounts under the control of the OUF contracted custodian and maintained in a single consolidated account

• Performing a review of the activities which transpire in the accounts to determine the propriety and accuracy of these transactions, including the receipt and/or delivery of shares, cash transactions resulting from corporate reorganization actions (liquidation and bankruptcy payments, mergers, acquisitions, etc.) and the transfers of this cash to the Office of Unclaimed Funds designated bank.
Assist reporters of abandoned property with questions regarding the reporting of securities.
• Using the Abandoned Property Law, and policies, procedures, and guidelines, assist reporters of abandoned property with questions regarding the reporting of securities. This will involve verbal and written communication with reporting organizations, transfer agents, the OUF contracted custodian, the OUF Reports Processing and Claims Processing Units.
Prepare the OUF’s Financial Statements for the State Fiscal Year (SFY).
• These statements must be prepared in accordance with standards set forth by the Governmental Accounting Standards Board (GASB) Statement 21 and GASB Statement 72. As of each March 31st, prepare a valuation of the Office of Unclaimed Funds securities inventory for the Statewide Annual Consolidated Financial Statement (ACFR) in accordance with GASB Statement 72 . This task is completed in collaboration with the Bureau of Financial Reporting (BFR).

For appointment to the Auditor Trainee 1 Abandoned Property, you must have:
• A bachelor's degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing.
For appointment to the Auditor Trainee 2 Abandoned Property, you must have:
• A bachelor’s degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing. AND one year of professional accounting and/or auditing experience.
For appointment to the Auditor 1 Abandoned Property (SG-18), you must have:
• A bachelor’s degree including or supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing. AND two years of professional accounting and/or auditing experience.
OR
• A master’s or doctorial degree in accounting, business administration, business management, criminal justice, economics, engineering, finance, mathematics, public administration, public or community health, public policy, political science, or statistics supplemented by 24 undergraduate or graduate semester credit hours in accounting and/or auditing AND one year of professional accounting and/or auditing experience

Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1 or 70.4 of the Civil Service Law.

For 70.1 or 70.4 transfer to an Auditor 1 Abandoned Property, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level SG-18 position.

Traineeship salary information:
The position may be filled at the Auditor Trainee 1 Abandoned Property equated to SG-14 ($53,764), Auditor Trainee 2 Abandoned Property equated to SG-16 ($59,994), or full performance Auditor 1 Abandoned Property SG-18 ($66,951) based on the candidate’s education, experience, and previous state service. Salary is nonnegotiable.

Candidates hired at the trainee level will be advanced to the full performance Auditor 1 Abandoned Property SG-18 following successful completion of the traineeship.
